All three of our North Philadelphia locations — near Temple University — welcome families using Pennsylvania's Child Care Works subsidy. If you qualify, subsidy can cover most or all of your childcare cost. We'll help you through every step.
Child Care Works (CCW) is Pennsylvania's subsidized child care program. It helps working families and families in school pay for quality childcare. Many families still know it by its older name, CCIS — today it's run through your local Early Learning Resource Center (ELRC).
If your family is approved, the state pays a portion of your childcare directly to us. Depending on your income and family size, that can mean little to no out-of-pocket cost for full-day care at A Touch of Blessings.

Pennsylvania rates childcare programs through Keystone STARS (a STAR 1–4 quality scale). It's one of the tools parents use to compare centers. Ask us about our current standing and the training our teachers complete — quality care is the whole reason we're here.

Apply online at COMPASS (compass.state.pa.us) or contact Philadelphia's ELRC Region 18 at 1-888-461-KIDS. Once approved, choose A Touch of Blessings as your provider and we'll complete the provider paperwork.
Families at or below 200% of the Federal Poverty Level whose parents work (or work and attend school) at least 20 hours a week, with a child under 13, generally qualify. Income limits rise with family size.
Infant care in Philadelphia averages roughly $1,400–$1,500 a month at market rate. With Child Care Works subsidy, many families pay little to nothing out of pocket.
